OREGON

In 2010, EPA authorized the Oregon Construction Contractors Board (CCB) and the Oregon Health Authority (OHA) to administer and enforce the rule instead of EPA.

  • CCB issues the Lead-Based Paint Renovation (LBPR) contractor license or the LBPR license for CCB licensed contractors.
  • Non-CCB licensed firms (maintenance workers in multi-family housing, schools, child care facilities, property management companies and property rental owners) are not required to have a LBPR license. They are required to become certified through the OHA.

WASHINGTON

In 2010, the Department of Commerce was mandated to add the Renovation, Repair and Painting rule to its existing lead program.   As of March 16, 2011, all contractors or renovators providing professional lead-based paint training or activities in Washington are now required to be certified by the Lead-Based Paint Program located within the Department of Commerce. Performing such activities without the proper certification from Commerce is a violation of Washington Administrative Code 365-230.

Washington’s program mirrors the national model, providing:

  • Accreditation of trainers offering lead-based paint activities and renovation training courses.
  • Certification of individuals and firms engaged in lead-based paint activities and renovation in target housing and child-occupied facilities.
  • Work practice standards for lead-based paint activities and renovation in target housing and child-occupied facilities.

GEORGIA

Georgia's Lead Renovation, Repair, and Painting (RRP) Rules became effective December 9, 2011. Georgia's RRP rules parallel the federal RRP requirements, which are designed to minimize the spread of lead dust and debris during RRP activities at target housing and child-occupied facilities, built before 1978. The Program is responsible for enforcing the state's RRP rule requirements, including: accrediting training providers; certifiying of renovators/supervisors, dust sampling technicians, and renovation firms; conducting outreach and education; and developing technical guidance.
